Dubai owners association / OA · reviewed 2026-10-23

One building. Different responsibilities.

Separate the management company, owners committee and regulator. Keep a factual issue record before you ask who should act.

Start with the name and capacity—not just the “OA” label. DLD’s FAQ describes the owners committee separately from the company managing the common parts.

Who does what?

A source-backed starting point, not a legal eligibility check.

01 · Day-to-day management

Management company

DLD’s FAQ describes a licensed, RERA-approved company that manages shared facilities, shared properties or common parts. It names the management company as responsible for building management, common-facility maintenance and receiving and resolving owners’ enquiries and complaints.

Ask for a named case reference

For a common-area maintenance issue, record the location and what you observed. Ask the responsible company to confirm the case reference, action and next update. This is a practical record-keeping suggestion, not a statutory response deadline.

02 · Owner representation: verify status

Owners committee

DLD’s FAQ describes a committee drawn from unit owners under RERA procedures and refers to Law No. (6) of 2019. That description is not evidence that a committee exists in your building or that a person using an “OA” title has a particular authority.

Verify the identity before the powers

Ask whether the building has a recognised committee, who its contact is and which record confirms that status. An informal residents’ chat is not, by itself, proof of that status. We have not verified committee powers, formation or voting rules here.

03 · Approval and official services

DLD / RERA

DLD’s FAQ describes RERA approval of service-charge budgets after an approved auditor’s review. It also describes the Service Charge Index and Mollak’s role in regulating management companies and monitoring service charges. These are different checks from asking the management company to fix a common-area problem.

Match the evidence to the question

For a charge question, keep the project, use, fiscal year, invoice and matching approved record. For poor services or maintenance, DLD’s FAQ says unit owners can submit a complaint through Dubai REST’s Real Estate Violations System (RVS). Confirm the current service and requirements there; this page does not submit a complaint.

Turn the issue into a clear request.

No upload · no storage · no account. Use facts and document references, not sensitive personal data.

Required: building, valid observation date, issue type, observation and evidence references. Optional details stay marked “Not recorded”. No identity document or attachment is needed here.

Keep these three things together.

Building and responsible company

Keep the exact project/building name, the company named in your management correspondence and the source that identifies it. A sales agent, developer brand and building manager are not interchangeable labels.

One issue, dated evidence

Write what happened, where and when. Keep original photos, messages, invoices and references separately. Distinguish an observation from what someone told you. Do not paste identity documents, bank details or other residents’ private information into this tool.

Reply and remaining question

Keep the date you contacted the company, its reference and its actual reply. If the answer concerns committee authority or legal rights, ask for the governing document instead of treating an informal message as a legal decision.

Illustrative sequence: you see a recurring leak near a shared corridor → note the location and dates → retain the photos → ask the identified company for a case reference and action → preserve the reply. A record is useful even when responsibility still needs confirming. It does not prove a breach or a right to compensation.

Before buying, ask how management works.

Alongside the purchase quote, request the responsible management company, the matching service-charge evidence and whether a recognised owners committee exists. Keep the answers as dated evidence—not a promise that the same company, charge or arrangement will continue.

Build a fee evidence card · Compare purchase offers privately · Use the buyer checklist

The issue card is separate from the Offer Comparator. It is not saved into a Decision Room and does not change your purchase-price calculations.

Sources and boundaries.

The role summary follows DLD’s published FAQ, reviewed 2026-10-23. It is not a complete statutory review or certification of the current law. The issue-card format is our original record-keeping method.

Why “OA” needs a second question

The historical query says “owners association”. The reviewed DLD FAQ uses “owners committee” and separately describes the management company. This guide does not certify that the terms are legally equivalent or that older association documents govern your building today.

What remains unverified

Committee powers, voting rules and legal remedies are not verified here. The complete governing statute and amendments were not retrieved for this review. Do not use this page to decide membership eligibility, replace a management company, withhold charges or calculate a remedy.

Not an emergency or complaint service

The builder is for factual preparation only. It does not send messages, open cases, monitor a reply or contact DLD. Use the appropriate official service directly for an urgent issue; do not wait for this tool to act.

Is the owners committee the management company?

DLD’s FAQ describes them separately. Confirm the recognised committee, the responsible management company and the capacity in which someone is speaking for your building.

Can the committee change my service charge?

No such power is established by this guide. DLD’s FAQ describes RERA approval of budgets following an approved auditor’s review. Ask for the matching project and fiscal-year record, rather than relying on an OA label.

Where can an owner raise poor services or maintenance?

The reviewed DLD FAQ names the management company for enquiries and complaints. It also describes Dubai REST → Real Estate Violations System (RVS) for unit-owner complaints about low services and maintenance. Check the current official service before filing. Other issue types may need a different route.

Does this tool store or send my issue?

No. It builds plain text in this tab. Select and copy it yourself. Reloading or leaving clears it. It is not saved into a Decision Room and no complaint is submitted.
